What's Different in 2026
The most striking change in the 2026 Bio-Medical Technology Development Program's new project call is the sheer weight of the budget shift. The bio-industry technology development field has been allocated KRW 28.9 billion, with 36 of the program's 55 total projects—about 65%—concentrated in this area. Sub-programs such as personalized diagnostics and therapeutics, digital healthcare, and advanced bio-materials will each select 12 projects.
The scale of change becomes clearer against the 2024 fourth-round program, which covered just 6 projects worth roughly KRW 4.4 billion. That makes this year's expansion about 6x at the field level and over 10x at the overall program level. The structure is further divided into sub-program units—New Drug Development, Next-Generation Bio, and Brain Science Leading Convergence Technology, among others—meaning companies need to identify precisely which channel matches the nature of their technology.
Why the Government R&D Budget Is Expanding
This shift isn't incidental. Korea's 2026 government R&D budget stands at KRW 35.5 trillion, up roughly 19.9% year-on-year. Biohealth has been designated a next-generation growth engine alongside semiconductors and AI, and this funding surge is a direct extension of that policy direction. The government's emphasis on securing mid-to-long-term technological sovereignty—rather than short-term results—suggests this trend is likely to continue across multiple funding cycles, not just this single call.
Sub-Programs SMEs Should Watch
Different sub-programs favor different types of companies.
If your technology spans multiple sub-programs, careful upfront analysis is essential—the competitive landscape and evaluation criteria can differ substantially depending on which track you apply to.
Application Strategy and Common Pitfalls
As competition for project selection intensifies, the weight of advance preparation grows accordingly.
