Overview of the 2026 Climate Disclosure & Supply Chain Due Diligence Support Program

With the EU Corporate Sustainability Due Diligence Directive (CSDDD) set to take effect in July 2028, Korean SMEs supplying products to European markets will face direct compliance obligations. In response, Korea's Ministry of SMEs and Startups (MSS) and the Korea SMEs and Startups Agency (KOSME) are offering the Climate Disclosure & Supply Chain Due Diligence Readiness Program to help small and medium enterprises prepare proactively.

While the 2026 application round closed in March, understanding the program structure is essential for potential supplementary rounds later this year and for preparing next year's applications. This year's budget expanded approximately 40% year-over-year to KRW 32 billion, signaling the government's strong commitment to ESG supply chain readiness.

Support Types: In-Depth Assessment vs Advanced Enhancement

  • In-Depth Assessment (Level 3–4 companies): For companies at early ESG stages. Covers energy efficiency consulting, occupational safety management systems, and GHG emissions calculation training. Up to KRW 30 million per company (70% government, 30% company match).
  • Advanced Enhancement (Level 1–2 companies): For companies with established ESG foundations. Supports sustainability report development, ESG certification (ISO 14001, SA8000), and carbon neutrality roadmap planning. Up to KRW 50 million per company (60% government, 40% company match).
  • Key Innovation: The New Consortium Application Model

The most significant change in 2026 is the introduction of the consortium application model. Previously, SMEs had to apply individually. Now, anchor companies, their SME suppliers, and consulting firms can participate as a unified group.

    How the Consortium Works

  • Anchor company: Specifies supply chain ESG requirements and facilitates data collection from suppliers
  • SME suppliers (3–10 companies): The beneficiary companies building actual ESG capabilities
  • Consulting firm: The professional organization delivering ESG assessments, consulting, and training
  • Individual vs Consortium Applications

  • Selection advantage: Consortium applications receive 5–10 bonus evaluation points
  • Cost efficiency: Shared training and system development costs reduce per-company burden by approximately 20–30%
  • Practical impact: Solutions are tailored to actual anchor company requirements
  • Trade-off: Requires schedule coordination among participants and increases administrative burden on the lead company
  • Industries with high export exposure—automotive parts, electronics and semiconductors, textiles and apparel—are natural fits for consortium formation, as major OEMs in these sectors are already intensifying supplier ESG evaluations.

    Detailed Support by Assessment Level

    Level 3–4: Building Foundational Systems

  • Energy efficiency: Process-level energy monitoring systems, immediate reduction measures such as LED conversion and HVAC optimization
  • Occupational safety: ISO 45001-based safety management systems, risk assessment implementation
  • Carbon accounting: Scope 1 and 2 GHG inventory development, emissions factor database setup
  • Level 1–2: Global Compliance Enhancement

  • Sustainability reporting: GRI Standards 2021-based reports, double materiality assessments
  • ESG certification: Environmental (ISO 14001), social (SA8000), and governance (ISO 37001) certification consulting
  • CSRD readiness: Gap analysis against EU Corporate Sustainability Reporting Directive requirements and data infrastructure development
  • Companies can check their current ESG level through the ESG Integrated Platform (esg.kosmes.or.kr) self-assessment tool, which also serves as a mandatory document for program applications.

Three Steps SMEs Should Take Now

With roughly two years until CSDDD enforcement, companies that have not yet begun ESG preparations should prioritize these three actions.

    1. Establish GHG Emissions Data Collection and Management

  • Systematically record monthly consumption data by energy source: electricity, gas, and petroleum
  • Calculate Scope 1 and 2 emissions using the Korea GHG Inventory & Research Center's emission factors
  • The critical requirement is securing at least 12 consecutive months of data, even in spreadsheet format
  • 2. Conduct a Supply Chain ESG Risk Pre-Assessment

  • Map environmental and human rights risks across key raw material suppliers
  • Prepare foundational documents: conflict minerals (3TG) declarations, child labor prohibition certificates
  • Review anchor companies' supply chain Codes of Conduct to understand upcoming requirements
  • 3. Develop a Strategic Consulting Partnership

In government support programs, the choice of consulting firm often determines project success. We recommend identifying experienced ESG supply chain due diligence consultants early and commissioning preliminary assessments and roadmap development ahead of supplementary rounds or the 2027 program cycle.
