Many companies finish their project with an "Excellent" rating, then stall because they cannot land a first reference customer. Korea's Ministry of SMEs and Startups (MSS) created the Innovative Product Designation program for exactly this gap. Products developed and commercialized through MSS-funded R&D that demonstrate strong public value and technical innovation are designated, opening the public procurement market as an early sales channel.
For the second half of 2026, new designation applications are open from July 10 to September 3, with final decisions made by the Procurement Policy Deliberation Committee in December. What Designation Actually Changes — Three Core Benefits
First, private (non-competitive) contracts for up to six years. From the designation date, national agencies, local governments, and public institutions can purchase the product through direct contracting without competitive bidding. In practice, this bypasses procurement's highest barrier: the bid-history requirement.
Second, inclusion in purchase-target and priority-purchase schemes. Public institutions must set and manage innovative-product purchase targets, which turns a designated product from something an agency *may* buy into something the agency needs purchase records for. The nature of the sales conversation changes entirely.
Third, automatic exposure on the KONEPS Innovation Marketplace. Procurement officers nationwide search this channel, and delivery records earned there become powerful references when you later move into the private-sector market.
Eligibility Checklist
That last item trips up more applicants than you would expect. Supplier registration and item-number assignment can take several weeks, so starting after the announcement drops rarely leaves enough runway.
The New AI Innovative Product Track
Starting in September, MSS operates a dedicated review track for AI products, with private-contract terms also extended to a maximum of six years. This is a meaningful shift for manufacturing AI solutions, vision inspection systems, and industrial LLM-based software — product categories that historically scored poorly because they did not fit conventional goods specifications. That said, for software and solution-type products the decisive question becomes how performance was verified, which makes accredited test reports and field-validation data more important than ever.
Three Evaluation Points That Decide the Outcome
1) Public value — speak in numbers. Statements like "contributes to public safety" earn nothing. Present the benefit the buying agency receives quantitatively: "32% reduction in worker accident rate," "1,200 hours of annual processing time saved per institution."
2) Technical innovation — your benchmark is the incumbent procurement product. Reviewers are not looking for academic novelty. Show performance and cost improvements against what public institutions are buying today, backed by validation data. A side-by-side specification table is the single most effective format.
3) Procurement suitability — the hidden leading cause of rejection. Applicants whose technology is recognized still fail at the Public Procurement Service review stage over vague specifications and insufficient pricing justification. Prepare cost breakdowns, market-price comparisons for similar products, and a product specification written to standard-document quality.
