What is the 2026 Non-Capital Region R&D Incentive System?
According to the 2026 SME Technology Development Support Program announcement, the government has set a target to allocate more than 50% of new project budgets to regional companies across five major programs. Additionally, a 2-point bonus is universally applied to all non-capital region companies.
This reflects the government's strong commitment to expanding R&D support beyond the Seoul metropolitan area, creating significant opportunities for SMEs located in regional areas.

Effective Utilization Strategies
1. Verify Headquarters Location
The bonus is based on the headquarters address on business registration. Companies with headquarters in the capital region but factories in other regions do not qualify. If substantial business activities occur outside the capital region, consider relocating headquarters.
2. Select Region-Specific R&D Topics
Choosing R&D topics connected to regional industrial ecosystems enables simultaneous application to region-specific programs beyond just the bonus points. For example, linking with Daegu's medical devices, Gwangju's photonics, or Chungbuk's bio industries creates synergies.
3. Build Consortiums with Regional Research Institutions
Establishing joint research frameworks with regional universities and research institutions can supplement research capability scores in evaluations. Collaboration with regional branches of government-funded research institutes like KIST and KAIST is also effective.
4. Apply to Multiple Programs Simultaneously
Leveraging the 2-point advantage, a strategy of applying to 2-3 programs simultaneously is viable. However, duplicate applications for the same technology are grounds for exclusion, so clearly distinguish technical scopes.
