Overview of the 2026 Overseas Certification Acquisition Support Program
For export-oriented SMEs, obtaining overseas certifications is an unavoidable gateway to global markets — but the cost and time burden can be significant. To ease this, Korea's Ministry of SMEs and Startups, together with regional SME agencies, is running the 2026 Overseas Certification Acquisition Support Program, accepting applications from April 23 through December 31, 2026.
Eligibility: SMEs with direct export revenue under USD 50 million in the previous year — covering both early-stage exporters and growing mid-tier exportersSupport scope: Covers 50–70% of testing fees, certification fees, and consulting fees required to obtain overseas certifications, up to KRW 100 million per companyDisbursement method: A success-based, post-payment reimbursement structure — funds are only disbursed after the certificate is actually issued, and companies that fail to obtain certification receive no supportProgram period: Applications open April 23, 2026 and close December 31, 2026 — certification must be fully completed within the calendar year, making schedule management criticalGeneral Support vs. Strategic Support: What's the Difference
The program splits into two tracks:
General Support: The standard track most SMEs use, allowing companies to freely apply for one or two certifications relevant to their own productsStrategic Support: Prioritizes designated high-potential export items and strategic target countries (e.g., New Southern/New Northern Policy markets), offering higher support caps and bonus points in evaluation for companies in these categoriesApplications are submitted online through the Korea Testing & Research Institute (KTR) Export Certification Support Center, and companies can also consult with their regional SME agency or local Technopark. Preparing a business plan, a list of target certifications, and cost estimates in advance speeds up the review process.
Certification Strategy Tips
Each certification type has vastly different timelines and preparation requirements, so understanding them in advance is essential.
CE Marking (Europe): Some product categories only require a self-declaration of conformity, but electrical and medical devices require testing by a notified body, typically taking 2–4 monthsFDA Certification (US): Regulations vary widely by product category (food, medical devices, cosmetics). Registration-type approvals take about a month, while approval-type pathways (510(k), PMA, etc.) can take 6 months or more, so these should be started as early as possibleUL Certification (North American safety standard): For electrical and electronic products, prototype testing combined with factory inspection typically takes 3–6 monthsSince the program period is fixed through December 31, products requiring lengthy approval-type certifications may not be completable within the year unless work begins immediately after the April opening. Securing testing slots early — before certification bodies get booked up in the second half of the year — is often the deciding factor for success.
Cash Flow Planning Under the Post-Payment Structure
The biggest pitfall of this program is that it is reimbursement-based, not upfront funding.
