Why Rebound Support, and Why Now
On July 8, 2026, the government announced its SME Rebound Support Measures at a joint meeting of the Emergency Economic Headquarters and the Ministerial Meeting on Economic and Industrial Competitiveness. The trigger was a growing number of SMEs that can no longer cover interest payments from their operating profit.
Until now, help mostly arrived after a crisis was already visible. Monitoring also covered only a narrow group, mainly companies using policy loans. The new package links three stages into one path: early detection, staged diagnosis, and then business conversion, restructuring or court-supervised rehabilitation. If you run or manage the finances of an SME whose sales have stalled while its debt has grown, this guide is for you.
Early Warning Coverage Grows from 60,000 to 250,000 SMEs
The Korea SMEs and Startups Agency (KOSME) has run an Early Warning System (EWS) for about 60,000 companies that use its policy loans. That coverage will expand to 250,000 SMEs.
Business Conversion Support Moves to Milestones
The 2027 budget proposal also includes a new ₩30 billion program for business conversion carried out jointly by large companies and SMEs. If one of your major customers might take part, look at this program as well.
Funding That Extends to Court-Approved Rehabilitation
Restructuring (rebound) loans pay for business conversion, restructuring and restarting a business. Under the new measures, eligibility now reaches companies whose rehabilitation plan a court has approved after a workout. Partner agencies will work together to provide financing and guarantees quickly, so these companies can repay creditors under the plan.
To treat rehabilitation as a route back to normal operations rather than an end point, prepare these documents in advance:
Loan limits, interest rates and application channels are set each year in the annual policy-loan plan. Always confirm them against the official notice.
The 2027 Restart Package
These figures come from the budget proposal and may change during National Assembly review:
If you closed a business and are thinking of starting again, use the time between budget approval in December and the early-2027 announcements. Refine your business idea and write down an honest analysis of why the last venture failed.
Where Does Your Company Stand? A Quick Self-Check
Match your next step to where you stand. At the Caution stage, start with a management diagnosis and a conversion plan. At the Warning stage, look at restructuring loans and debt adjustment. If you are already in rehabilitation, look at funding linked to court approval. The New Start Fund is a debt-relief program for small merchants and the self-employed, so incorporated SMEs should apply through a different channel.
