What is K-RE100

K-RE100 is Korea's voluntary renewable energy certification program, launched in 2021 by the Ministry of Trade, Industry and Energy and the Korea Energy Agency. While the global RE100 initiative is restricted to large corporations consuming over 100GWh annually, K-RE100 is open to companies of any size, including SMEs and mid-tier enterprises—a critical difference for Korea's industrial base.

The Korean government has set a target of 100GW renewable capacity and 21.6% renewable share in the power mix by 2030, with K-RE100 as a central instrument. With Apple, Samsung Electronics, BMW, and Intel demanding RE100 compliance from their tier-1 and tier-2 suppliers, RE100 is no longer optional for export-oriented Korean SMEs—non-participation now risks exclusion from global supply chains.

Comparing the 6 Compliance Pathways

K-RE100 offers six compliance pathways, and the optimal mix depends on your company's size, financial capacity, and electricity consumption profile.

1. Green Premium (Lowest Barrier)

  • Pay an additional KRW 9-10 per kWh premium on top of KEPCO tariffs

  • Buy electricity from KEPCO, certificates from RPS market or K-RE100 platform separately

  • Tripartite contract: generator—KEPCO—offtaker

  • Comparison Matrix: Cost burden ranks self-generation > direct PPA > third-party PPA > REC > green premium, while certification value (additionality) ranks in reverse order. Operational burden is highest for self-generation, lowest for green premium.

    SME-Exclusive Incentives

    1-Year Grid Fee Subsidy for Direct PPA

    The government uses green premium revenue to fully subsidize grid fees for SME and mid-tier direct PPA contracts for one year. This eliminates the biggest cost barrier of direct PPA—transmission and distribution charges of approximately KRW 12-15 per kWh—dramatically lowering entry barriers for SMEs. Applications are processed through the Korea Energy Agency's K-RE100 management system on a first-come, first-served basis until budget exhaustion.

    Industrial Complex Joint PPA Consortiums

    Individual SMEs typically cannot absorb the full output of a single power plant. To address this, tenants in industrial complexes are forming consortiums for joint procurement. Saemangeum Industrial Complex (linked to large-scale solar farms) and Daebul Industrial Complex (Yeongam, Jeonnam) have been designated RE100-specialized zones, offering priority supply and fast-track permitting for tenant companies.
