Full Amendment of the Smart Manufacturing Innovation Act in H2 2026: 5 Things SME Manufacturers Should Prepare Now

Korea's MSS has signaled a full amendment of the Smart Manufacturing Innovation Act in H2 2026. Here are the four changes it points to and the practical checklists SME manufacturers and solution suppliers should act on now.

Why an Amendment, and Why Now

Korea's Ministry of SMEs and Startups (MSS) has officially flagged a full amendment of the Smart Manufacturing Innovation Act in the second half of 2026 as a priority agenda item — the first major overhaul since the law was enacted in 2021.

What makes the timing notable is the groundwork already laid. The Special Industrial Classification for Smart Manufacturing Technology, effective July 24, 2026, for the first time makes smart manufacturing solution suppliers statistically identifiable as a policy target. Without a classification scheme, you cannot define who qualifies for support — which makes this classification the practical infrastructure for the amended law.

The policy axis is shifting as well. Over the past seven years, the smart factory deployment program built out more than 30,000 installations, driven largely by equipment subsidies. Going forward, the emphasis moves to cultivating technology suppliers and promoting collaboration between adopters and suppliers.

Four Changes Signaled by the Amendment

1. Statutory registration and capability assessment for suppliers

Supplier pool management and capability evaluation, currently run administratively, are likely to be elevated into a registration or certification system with legal standing — with assessment grades tied directly to eligibility for government programs.

2. Legal grounds for manufacturing data and manufacturing AI

Expect codified provisions on manufacturing data ownership, data-sharing requirements between adopters and suppliers, and MyData-style usage procedures. The underlying judgment is simple: manufacturing AI cannot scale without data governance.

3. From "did you build it" to "are you using it"

Evaluation has historically asked whether a system was installed. The new standard will ask how much data is actually collected and fed into decision-making — with stronger post-deployment monitoring and performance review.

4. New provisions for global scale-up

A new clause supporting export and scale-up for Korean smart manufacturing solution firms is expected to be included.

Checklist for Adopters (SME Manufacturers)

  • Vet your suppliers. Confirm whether your current MES, ERP, or equipment solution vendors fall under the special classification, and what capability grade they hold. Systems contracted with unregistered vendors may become a scoring liability in future upgrade programs.
  • Document your utilization rate. Quantify data collection coverage, the number of real-time monitored parameters, and concrete cases where data drove an improvement. These become your evidence base in post-deployment review.
  • Rebuild your roadmap. Reassess your smart factory level certification (Levels 1–5) and back-plan your upgrade stages against the expected effective date of the amended law.
  • Checklist for Suppliers

  • Align your industry codes. If the business codes on your registration certificate don't map to the special classification, you will simply be missing from the statistics — and from the support pool. This is the first item to fix.
  • Document for capability assessment. Reorganize deployment references, specialist headcount, quality management processes, and maintenance frameworks around the assessment criteria.
  • Prepare for tighter eligibility. If participation requirements are raised, firms with an existing track record will have the advantage.
  • What to Secure Before the Law Changes

  • A participation record in the 2026 integrated program tracks. Having joined at least one of the government, win-win, regional-specialization, or AI tracks meaningfully changes your access to follow-on and preferential programs after the amendment.
  • Standardized and secured manufacturing data. A data dictionary, defined collection intervals, and an access control policy prepared in advance let you comply with data-sharing provisions the day they take effect.
