2026 SME Carbon Neutral Commercialization Support Program Complete Guide

A practical guide to Korea's 2026 SME Carbon Neutral Commercialization Support Program, covering track-by-track funding details, up to KRW 300 million in equipment subsidies, bonus point strategies, and post-installation compliance requirements.

Overview of the 2026 Carbon Neutral Commercialization Support Program

The Korean Ministry of SMEs and Startups (MSS) and the Ministry of Trade, Industry and Energy (MOTIE) have significantly expanded the SME Carbon Neutral Commercialization Support Program for 2026. The program funds equipment for improving energy efficiency and reducing carbon emissions, and this year introduces a new preference for companies outside industrial complexes, opening doors for independently located businesses in regional areas.

The support covers three main categories:

  • Energy efficiency equipment: High-efficiency boilers, waste heat recovery systems, inverter systems
  • Carbon reduction equipment: Electric furnace conversion, hydrogen and biomass fuel-switching facilities
  • Process optimization equipment: Smart Factory Energy Management Systems (FEMS), real-time emission monitoring devices
  • Funding covers 50–70% of facility investment costs up to KRW 300 million (approx. USD 220,000). Carbon-intensive industries such as steel, chemicals, and cement qualify for the 70% ceiling, easing the financial burden of transition. The minimum company contribution is 30% of total project costs, and in-kind contributions are not accepted.

    Eligibility and Track Comparison

    Basic Eligibility Requirements

  • Classified as an SME under the Framework Act on Small and Medium Enterprises
  • Average annual revenue of KRW 100 million or more over the past three years
  • No outstanding national or local tax delinquencies and no history of business closure
  • No duplicate benefits from similar programs within the past three years
  • Track-by-Track Support Details

    1. Diagnosis Track — A precise assessment of your current carbon emissions profile.

  • Funding limit: Up to KRW 20 million
  • Scope: Energy consumption analysis, Scope 1 and 2 emission calculations, reduction roadmap development
  • Timeline: Approximately 2–3 months
  • 2. Equipment Track — Actual facility installation based on diagnosis results.

  • Funding limit: Up to KRW 300 million (covering purchase, installation, and commissioning)
  • Requirement: Completion of the Diagnosis Track or possession of an independent audit report
  • Timeline: 6–10 months
  • 3. Demonstration Track — Field validation of new technology applications.

  • Funding limit: Up to KRW 150 million
  • Scope: Pilot-scale technology verification and performance data collection
  • Requirement: Consortium formation between a technology provider and a demand-side company
  • Both the Diagnosis and Equipment tracks provide an additional KRW 3 million for cost accounting services, helping companies offset the expense of mandatory cost reports when purchasing equipment.

Strategies for Earning Selection Bonus Points

Given high competition rates, securing bonus points before application is essential.

Pre-completion of ESG Management Diagnosis (Up to 5 points)

  • Completing the MSS K-ESG Self-Assessment and attaching the results earns 3 points
  • Holding an external ESG rating from accredited agencies (e.g., Korea Corporate Governance Service, Sustinvest) earns 5 points
  • KITIM's ESG pre-diagnosis service helps companies prepare K-ESG-aligned reports
  • Linked Government Program Participation (Up to 3 points)

  • Prior participation in Smart Factory advancement programs: 2 points
  • Prior participation in Energy Voucher programs: 2 points
  • Holding Green Certification or Green Technology Certification: 3 points
  • Document Preparation Checklist

  • Business registration certificate and SME confirmation letter (issued via the SME Status Information System)
  • Financial statements for the past three years (from the National Tax Service)
  • Energy consumption records (KEPCO bills, gas usage statements)
  • Self-calculated or third-party verified greenhouse gas emission report
  • K-ESG Self-Assessment results (from the ESG portal)
  • Equipment quotations and cost reports (comparative quotes from at least two vendors recommended)
  • Post-Installation Management

    Measuring and Reporting Emission Reductions

After equipment installation, companies must submit annual reduction performance reports for two years. Quantitative measurement of emission changes against the base year is required. Establishing an MRV (Measurement, Reporting, and Verification) framework provides preferential treatment in subsequent program applications.

    ESG Report Integration and Disclosure

Reduction data can be directly applied to mandatory ESG disclosures (effective 2026 for companies with assets over KRW 2 trillion, expanding to all KOSPI-listed firms by 2028). Even SMEs benefit — submitting carbon reduction data in supply chain ESG evaluations conducted by large corporations can earn bonus points in vendor assessments.
