Carbon Reduction R&D for Steel and Aluminum Exporters — Inside Korea's SME Export Key Items Carbon Reduction Technology Program (Up to KRW 5.5 Billion, 3–5 Years) and a 2027 Application Roadmap for CBAM Response

A look at Korea's dedicated carbon-reduction R&D program for steel and aluminum export SMEs facing CBAM (up to KRW 5.5 billion per project over 3–5 years): how it works, what the designated-topic format means for applicants, and a step-by-step roadmap for the 2027 call.

What the Program Is: Korea's First SME-Only R&D Aimed at CBAM Goods

The SME Export Key Items Carbon Reduction Technology Program is run by the Ministry of SMEs and Startups (MSS) and managed by the Korea Technology and Information Promotion Agency for SMEs (TIPA). It funds technology development and field demonstrations for export SMEs in steel and aluminum. These are the two product groups most exposed to the EU Carbon Border Adjustment Mechanism (CBAM) and similar carbon rules.

  • First-half 2026 call: Applications ran May 13–27. The call offered 26 designated topics (RFPs) across three priority technology areas, with about 18 projects to be selected
  • Funding: Press reports put it at 3–5 years and up to KRW 5.5 billion per project, covering R&D and demonstration
  • 2026 budget for new projects: KRW 5 billion
  • These two figures measure different things. KRW 5.5 billion is the per-project ceiling over the full agreement period. KRW 5 billion is best read as the first-year budget for this year's new projects. Check the call notice and RFP for how funds are split by year. A second-half implementation plan was announced in July. Whether calls will run twice a year, and whether a new call opens in 2027, depends on next year's budget.

Why It Matters Now: CBAM Costs Are About to Become Real Money

CBAM certificate sales begin in February 2027 and cover goods imported in 2026. From then on, the embedded emissions in your product are a real cost for your EU customer, and they will weigh on which suppliers that customer chooses. Reports based on 2022 data show that steel made up about 89% of Korea's CBAM-covered exports to the EU and aluminum about 11%. With exports this concentrated, small processors and materials suppliers are exposed too.

Here is how this program compares with existing support:

  • CBAM MRV infrastructure support: Funds systems to measure and report emissions
  • Carbon-neutral equipment investment: Funds replacement with more efficient equipment
  • This program: Funds R&D that changes the process and the technology itself
  • How the Designated-Topic (RFP) Format Changes Your Preparation

The real work happens before the call

In an open call you propose your own topic. Here you must match a topic the government has defined. The most reliable strategy is to submit your process needs while RFPs are being previewed or during the technology demand survey.

What a 3–5 year project requires

  • A demonstration site: Secure your own plant or a customer's production line in advance
  • A consortium: Agree on roles with universities, government research institutes, and customer companies, and get their commitment before the call
  • What evaluators look for

  • How you calculate emission reductions against a baseline
  • A target for carbon intensity per ton of product
  • How your results connect to CBAM reporting data
  • Roadmap for the 2027 Call

  • Now through year-end (about two months): Map emission sources by process, calculate embedded emissions per product, and list candidate reduction technologies
  • Early next year: Check the government's integrated R&D announcement to confirm the program continues and to see the RFP topics, then prepare consortium agreements
  • When the call opens: Make sure your reduction targets, demonstration plan, and commercialization plan (supplying EU customers) fit together
  • Related programs: Look at combining this program with carbon-neutral equipment investment (supply-chain track), CBAM MRV support, and carbon-reduction policy loans. Always check the rules that bar funding for the same work twice
  • After Selection: Managing Funds and Using the Results

  • Target management: Long projects go through annual reviews, and adjustable-target ("moving target") rules are being used more widely. Document your milestones and the reasons for any changes
  • Spending controls: Penalties for misusing R&D funds are getting stricter, so put proper documentation and internal approvals in place from day one
  • Using the results: Take your results through product carbon footprint (PCF) verification and into the emissions data you give EU customers. That is how R&D turns into revenue
  • Prepare with KITIM

The Korea Institute of Technology Innovation Management (KITIM) helps steel and aluminum export SMEs plan carbon-reduction R&D, assess embedded emissions per product, and write business plans that fit the RFPs. If you are aiming for the 2027 call, we recommend reviewing your emissions before year-end. Submit a consultation request and one of our consultants will contact you.
