What Actually Changed for Korean SMEs in H2 2026
Two work-family policy changes took effect in the second half of 2026.
Short-term parental leave (effective August 20): Employees with children aged 8 or under (up to 2nd grade) may now take parental leave once a year in one- to two-week blocks. Previously, parental leave was effectively administered in monthly units — the new scheme opens the door for one-off needs such as a child's hospitalization, school holidays, or the adjustment period at the start of a term.Task-sharing subsidy for spousal childbirth leave (effective July 1): When an employer compensates colleagues who absorb the workload of an employee on spousal childbirth leave, priority-support enterprises can receive up to KRW 600,000 per month.The operational headline is not that more employees will take leave. It is that short, frequent absences are becoming the norm. Total annual leave days may barely move, while the *number of separate gaps* rises noticeably.
Why Short Gaps Are Harder: The Zone Where Hiring a Replacement Fails
Hiring is not the answer for a one- or two-week gap. Posting a job, interviewing, onboarding, and handover typically takes three to six weeks. If the gap is two weeks, the replacement becomes productive right as the original employee returns. Recruitment cost and handover time exceed the absence itself.Bottlenecks in one-person-many-roles structures: At companies with fewer than 30 employees, functions such as export-import customs documentation, tax filing, and certification audit support are often handled by a single person. Two weeks of silence in that role pushes back delivery dates and statutory filing deadlines at the same time.The vicious cycle: The workload lands on remaining staff on top of their own jobs. Repeat that without compensation and resentment builds — and the departures that follow come not from the person who took leave, but from the key staff who stayed and absorbed it.A Practical Checklist for Actually Receiving the Task-Sharing Subsidy
Confirm priority-support enterprise status: Check your industry's headcount threshold (for example, 500 or fewer employees in manufacturing) against your employment insurance registration before you plan around the subsidy.Proof that compensation was actually paid is the crux: The subsidy presumes the employer paid the covering colleagues. Payroll ledgers, pay statements, internal payment rules, and bank transfer records must line up as one consistent set. If the payment cannot be distinguished from an ordinary performance bonus, it will be flagged during review.Written internal rules are a prerequisite: Verbal promises and one-off cash payments carry no evidentiary weight. Define who qualifies, how the amount is calculated, and when it is paid.Sort out timing and overlap: Confirm in advance whether the subsidy can be combined with related programs such as the replacement-worker subsidy, along with application deadlines and payment cycles, so claims are not rejected after the fact.Four Clauses to Add to Your Rules of Employment Now
A short-term parental leave clause: Specify the notice period (for example, written application two weeks before the intended start), rules for splitting usage, and an adjustment procedure for peak season or closing periods. Without a procedure, the decision devolves into office politics.Designation of task-sharers and compensation standards: State who makes the designation, whether compensation is a flat amount (for example, KRW 200,000 per month) or a percentage, and how pro-rating works when a sharing period starts or ends mid-month.Link to documentation obligations: Working-time records and pay statements are also the evidence base for task-sharing compensation. With penalties for unpaid wages tightening, a compensation item that is not correctly itemized on pay statements creates exposure in both subsidy review and labor inspection.Cautions when adopting the Ministry of Employment and Labor's model rules: The model text is a reference, not your company's rules. Copying clauses that conflict with your own shift system, inclusive wage arrangements, or annual salary structure creates internal contradictions — and in a dispute, contradictions are read in the employee's favor.Building an Organization That Absorbs Absence
Compliance work does not end with rewriting rules. It has to run alongside reducing dependence on individuals.
Document each role: For every position, capture monthly recurring tasks, deadlines, external contacts, and system access rights in one or two pages. The target is not a perfect manual but a document good enough for someone else to cover for two weeks.Build a backup matrix: Assign primary and secondary backups for each critical function, and actually swap for a day once a quarter. A backup that exists only on paper does not work when it is needed.Convert the record into an asset: Parental leave usage rates, task-sharing compensation records, and flexible work logs feed directly into Family-Friendly Certification and MAINBiz (management-innovation SME) certification reviews, as well as scoring criteria in many government support programs.
