What Is the Future Frontier Technology Project?

Starting in 2026, Korea's Ministry of Trade, Industry and Energy (MOTIE) is launching a new R&D program with a very different DNA from typical ministry-run initiatives: the 'Future Frontier Technology Project (R&D).' Instead of spreading small grants across many projects, MOTIE is committing to long-term, concentrated funding for game-changer disruptive technologies capable of reshaping entire industries within the next decade.

Each selected theme receives roughly KRW 25 billion over up to 8 years, with a cumulative investment plan of about KRW 300 billion over 10 years. Framed as support that lets researchers 'take on unprecedented challenges without fear of failure,' the evaluation system deliberately favors disruptive potential and boldness over short-term deliverables.

Details of the 2026 New Project Announcement

Under Notice No. 2026-107, MOTIE confirmed and announced three research themes for 2026:

  • Artificial-Muscle Whole-Body Actuation Robot: developing humanoid-type robots powered by artificial muscle that combines contraction/relaxation with high durability
  • PFAS-Free Transformation: developing eco-friendly replacement materials and processes for core advanced industries such as batteries and semiconductors, in response to tightening PFAS regulations in the EU and elsewhere
  • End-to-End 3D Spatial Intelligence: developing a single AI model that integrates video, audio, text, and radio-wave data to predict situations and generate responses — targeting applications such as zero-accident cities and fully autonomous dark factories
  • The program is administered by the Korea Evaluation Institute of Industrial Technology (KEIT), with applications accepted online through the government-wide R&D support system IRIS (www.iris.go.kr) from February 16 to March 13, 2026. Required documents include a business plan, participating-institution commitment letters, and a statement of research facilities and equipment — applicants should check the detailed format for each theme's notice.

    Eligibility and Applicant Requirements

    Applicants must qualify as an R&D institution under Article 2(3) of the National R&D Innovation Act — companies with an in-house research institute, universities, and government-funded research institutes are all eligible. A single institution may apply alone, but because disruptive technologies typically require combining multiple specialties (materials, AI, robotics, and more), forming a consortium of two or more institutions is effectively encouraged.

    When forming a consortium, the lead institution's research capacity and overall management ability become key evaluation points, and a clear agreement covering roles, equity, and IP allocation among participants is essential in advance. Large-company participation may trigger caps on the government funding ratio, so this should be factored in from the consortium design stage.

    How It Differs from Similar R&D Programs

    Programs such as the Materials, Parts and Equipment Special Act R&D and the Industrial Cluster Competitiveness Enhancement Project (R&D) typically run 3-5 years and focus on supply-chain stabilization or demonstration/mass-production linkage within specific industrial clusters. The Future Frontier Technology Project, by contrast, targets origin-stage, challenge-driven technology rather than near-commercialization technology, with a funding period and scale far larger than those existing programs.

    Because the two program types differ in nature, overlapping-support restrictions are generally not a major concern — but if the same detailed technology and the same principal investigator are already running a similar government R&D project, it may still be subject to a duplication review under the National R&D Innovation Act.
