Mid-Tier & SME Win-Win Innovation Leap R&D: A Two-Stage Playbook from the KRW 30 Million Exploratory Study to the KRW 3.9 Billion Main Project

R&D at a Scale SMEs Cannot Win Alone: The Consortium Route

The wall Korean SMEs keep hitting in government R&D programs is budget scale. Projects an SME can run alone typically cap out around KRW 100-200 million per year, or KRW 300-500 million in total. That is enough to build a prototype, but rarely enough to carry a component, material, or equipment development through mass-production validation and reliability testing. This is exactly why so many companies end up with technology that is 'developed but not shippable.'

The Mid-Tier & SME Win-Win Technology Innovation Program, run by the Ministry of Trade, Industry and Energy through KIAT, targets that gap. A mid-tier company (or a designated mid-tier candidate) serves as the lead research institution, with at least two SMEs joining as co-research institutions.

From an SME perspective, the benefits break down into three:

  • Budget scale: funding levels that simply are not available in standalone projects
  • A confirmed customer: the end user of the technology sits inside the consortium from day one
  • Supply linkage: a natural path from project completion into purchase and volume production discussions
  • Understanding the Two-Stage Structure

    The defining feature of this program is that support arrives in two distinct stages.

    Stage 1 — Exploratory Study

    KRW 30 million over 6 months per project. It is more accurate to view this as a stage for validating the technical and commercial feasibility of the collaboration and producing the key deliverable: the Win-Win Cooperation Strategy Report.

    Stage 2 — Win-Win Innovation R&D

    Up to KRW 3.9 billion over 3 years per project, covering full-scale development of the item validated in Stage 1.

    This is where most applicants go wrong. They treat a KRW 30 million, six-month project as a minor engagement and staff it accordingly. But the exploratory study is effectively the qualifying round for the KRW 3.9 billion track. The funding gap between the two stages exceeds 100x. What you produce in those six months determines whether you advance.

    At minimum, the strategy report must spell out three things:

  • Role allocation by institution and the specific segment each owns in the technology tree
  • IP ownership principles and licensing arrangements
  • A concrete purchase and production linkage plan for after development
  • How SMEs Realistically Get Into a Consortium

    The fastest route is an existing mid-tier customer. If you already have a supply history, the hardest parts — quality validation and established trust — are behind you.

    Mid-tier partners are really checking two things: whether your process or component is genuinely hard to substitute, and whether you have the balance sheet to share downside risk if development fails. Have documentation ready for both, or the conversation stalls.

    Even as a non-lead participant, confirm these requirements in advance:

  • Participant cost share: cash-to-in-kind ratio and total burden as a share of project cost
  • Labor cost eligibility: whether existing staff can be charged as new allocations
  • Research capability requirements: a registered corporate R&D center or dedicated R&D department
  • IP ownership and technology leakage protection must be settled before the agreement is signed. If the joint R&D agreement does not clearly address IP shares, licensing terms, and treatment of improvement inventions, you can succeed technically and still be unable to commercialize the result.

    Designing a Proposal That Gets Selected

    The most common deduction is a structure that reads as 'a mid-tier company's project with SMEs bolted on.' Each participant's contribution must be separable within the technology tree. Reviewers should be able to see, at the diagram level, that removing the SME's segment breaks the project.

    Express the collaboration as quantified metrics, not declarations:

  • Committed purchase volume and projected revenue after development
  • Joint patent filing plans, including ownership percentages
  • Number of personnel exchange and technical guidance sessions, with headcount
  • Only numbers a reviewer can verify carry weight.

    Also screen for overlap with adjacent programs such as public-private open innovation initiatives and procurement-linked R&D. Submitting the same item to multiple programs can create problems even after selection.

    Finally, lay out annual milestones by working backward from the three-year structure. Start from the final-year target, place reliability validation in year two, and core technology acquisition in year one. Plans built in reverse are consistently more persuasive.
